I am in one of those strange moods. First, try reading this article.
Now one simple way to deal with such a situation is Urethane Foam.
Drop a few hundred gallons of activated foal mix and you cover the hillsides with rapidly hardening foamed plastic that seals all the weapons in a huge layer of nasty stuff. Maybe some people get sealed in too.
Then, while the exterior defenses are digging themselves out, you land multiple teams that place and trigger foam bombs at cave entrances. Cover enough of those entrances and you limit the air supply. Meanwhile, our guys spray paint happy faces on the foam piles. Or we drop enough urethane foam to blanket the entire area with a solid layer that is many feet thick, prohibiting escape or easy entry of rescue forces.
This would be the least harmful tactic possible -- no chemical or biological weapons, explosives, napalm, or whatever. And the end result could be carved into blocks and used to build self-insulating homes for the citizens!
